Get your 'Commerce' stat to 10 by putting ALL your points towards it and then go to a tavern and search for an officer to hire. Ask him how much he will cost and he will tell you the amount. Tell him that it's a bit too much and he'll agree with you and lower the amount. Tell him that it's still too much and the dialog box will close. Talk to him again and he'll tell you the amount before the dialog box closed, repeat this process until he offers a negative price which means he'll be be paying you.
